This High slot piece of support equipment transfers the capacitor of your ship to another ship.

It complements Shield Transfer Arrays (which transfers shield energy), and Remote Armor Repairs, (which repairs their armor at the cost of your energy).

Someone can set up a ship for no purpose other than to gather a lot of capacitor, perhaps with capacitor boosters, then transfer it to allies who need it using this.

The Energy Emission Systems skill reduces the capacitor need of these modules by 5%/level. This essentially creates 'energy from nowhere'.

Particular ship types have a bonus to Energy Transfer Array module usage: the Amarr Guardian and Caldari Basilisk, as well as any Carrier or Mothership using a Triage Module. While for most ships, the power gained would not offset the cost of a high slot, a fleet of these specialized ships might use this bonus to great advantage.
