Maximum velocity

Maximum Velocity is a characteristic of a ship.

Ships in EVE-Online move in an inertia-less fashion, ship movement is bounded by an absolute velocity as opposed to having an absolute acceleration only limited by relativity. When your engine stops, you're at rest with respect to the universe.

Factors influencing maximum velocity

Maximum Velocity is an inherent property of a ship. However, many factors can influence this value.

Rigs

A ship can be outfitted with particular devices (Rigs) that provide a bonus to one attribute while incurring a penalty to some other ability. There exist Rigs that provide an increase to maximum velocity (at a penalty to armor amount), and others that provide bonuses to other areas (typically armor related) that produce a penalty to maximum velocity.

Modules

Like rigs, several varieties of module increase particular other attributes while decreasing maximum velocity. One popular example is Expanded Cargoholds. Similarly, there are other modules, such as the Overdrive Injector that provide the opposite modifications - increased maximum speed for reduced cargo capacity.

There are other modules that greatly boost a ship's maximum velocity, called Afterburners. At a cost of capacitor (to activate), these modules can double a ship's maximum velocity. A variant of this is the Microwarpdrive, that provides a very much greater boost to maximum velocity, but at a cost of 25% of the overall capacitor capacity. (Microwarpdrives also have the fault of not operating in a deadspace area, a fault not shared by afterburners.)

Note that afterburners and microwarpdrives also add to the mass of a ship - both the actual mass, and the effective mass (for calculating ability to turn, etc).

Skills

The skill Navigation deserves first mention, as it improves maximum speed directly by 5%/level trained.

Second mention goes to skills operating the ship type itself. Many ships (frigates especially) have a bonus to maximum speed based on the trained skill level with that ship type. For instance, the Reaper has a bonus per level of Minmatar Frigate.

Third place goes to Acceleration Control, that increase the bonuses from afterburners and microwarpdrives.

Velocity and Mass

Inertia still has a part to play in EVE-online. The more massive your ship (plus cargo), the less agile it is. It turns more slowly, and accelerates/decelerates more slowly.

There are various means of affecting the mass of your ship, much as there are ways of affecting maximum velocity.

It should be noted that afterburners and microwarpdrive performance is based on the mass of the ship they are mounted on, and that they come in a variety of sizes. Mounting a module with too small a rating on your ship will provide only minimal benefits. Mounting one larger than intended for your ship provides greater benefits, but not strictly proportional to the thrust value of the module.
